Yes. If you have an active paid plan (a paid plan that still has days remaining on the plan), you can pay up front, before your paid days run out. The overlapping days are credited to your account.

An active plan is defined as a plan that is paid for. The Free plan is always active.

The api is authenticated. For every call to the api, on dev, on prod, or on the documentation, an API key from an active plan is needed. Every call is counted.

Every plan comes with a daily API call limit. 'API Calls Remaining' indicates how many calls you can still make before this day's limit is reached.

Every plan comes with a daily API call limit. This limit resets after 24 hours. 'API Call Limit Reset' indicates when the limit is reset, both as an actual date/time and the time remaining.

No. You can view the documentation without an account. However, the documentation lets you execute the various endpoints for you to try. As these are actual calls to the API, it needs to be authenticated.
